"In reply to ir. Hazlerigg's letter of September 23rd, I was a member of the General Committee of the Hong Kong General Chamber of Commerce when Sir David Owen's report was submitted to them by Government for their opinion in 1941.

"The vital necessity of cheap shipping and cargo handling facilities to the entrepot trade of Hong Kong was the prime consideration at the Committee's discussion. It was the opinion of the Committee (which I share) that a Harbour Trust upon the lines suggested by Sir David Owen would be the machinery most likely to fulfil that requirement, and at the same time to make the best use of private enterprise."
